Low: Parking lots are typically mostly empty and no traffic problems occur.
Medium: Parking lots full. Boats move in/out of the lake efficiently. Occasional traffic problems occur.
High: Parking lots full. Traffic problems occur regularly.
Extremely High: Parking lots full. Illegal parking occurs. Traffic is a serious problem. The lineup of boats causes traffic hazards.
